We have been submitting permit and license applications to local, state and federal agencies for decades.  Our team members have conducted numerous siting studies for fossil fuel, hydroelectric and nuclear generating facilities, as well as LNG terminals, transmission lines and pipeline rights-of-way.  We are familiar with regulations and permitting procedures, and the regulators are familiar with us through our projects, workshops, conferences, participation in professional societies and corporate sponsorship of regional restoration initiatives.  Our approach to permitting is to identify issues and concerns early in the process and arrange pre-application meetings with appropriate agencies to resolve outstanding issues prior to permit application submittal.

We have extensive expertise in preparing materials needed to support federal and state Environmental Assessments (EA) and Environmental Impact Statements (EIS) including NRC COLA Environmental Reports. We work closely with your team, as well as with Federal, state and local agency personnel, to identify key project challenges in an effort to expedite the environmental assessment process while minimizing regulatory risk and cost.

Our experience includes conducting CWA Section 316 a and b studies since Normandeau's inception in 1970. We have the capability to develop defensible study plans, implement the plans through our extensive field, biological lab, and data analysis capabilities, and provide accurate and timely estimates of potential impact and mitigation strategies. We have worked at power plants in all aquatic environments including oceans, estuaries, rivers, lakes and reservoirs, and the Great Lakes. Of special interest is our biological laboratory that can provide the taxonomic identification of plankton required under the new 316(b) rule. Few organizations can provide this nation-wide capability in house to design, implement, and defend a power plant related monitoring program.
