Bedford, NH — Continuing Normandeau's long tradition of providing technical training to federal and state agency staff, Tom Payne, an internationally recognized expert in environmental flow science, recently conducted a week-long training course to environmental division staff members at the Federal Energy Regulatory Commissions' (FERC) headquarters in Washington, DC.

The detailed training program included a review of the history and approaches used to evaluate and make environmental flow recommendations; descriptions and utility of the various models and methods; guidelines for reviewing instream flow studies submitted as part of project licensing; and demonstrations of field equipment and techniques at a local stream. The course also introduced FERC staff to the System for Environmental Flow Analysis (SEFA), a new version of Instream Flow Incremental Methodology (IFIM) for designing, coordinating, and integrating many information input sources. Tom Payne, in collaboration with Bob Milhous, Ian Jowett, and other renowned researchers, recently developed SEFA, which is now available for purchase through http://sefa.co.nz.
